Cyber crime risk awareness in Kyrgyz Republic

Rita İSMAİLOVA | Gülşat MUHAMETJANOVA

In this paper we present the information security awareness rate of students in Kyrgyz Republic, where there is a rapid pace of formation and development of the information society. The survey was conducted with a sample of 172 students from different departments of the university. Our research study showed that despite the huge number of reports about computer crimes in the web, the knowledge about cybercrime is quite low and students are mostly not aware of many aspects of computer crime. Analysis was done to determine dependence of information security awareness rate on computer literacy ra ...More

Var - analysis of global financial economic crisis impact on public budget and unemployment: evidence from the economy of the Kyrgyz Republic

Cunus GANİEV

The Global financial crisis hit the economy of the Kyrgyz Republic by the third wave of its transmission in the early of 2009. The article examines the impact of the Global financial economic crisis on the public budget and unemployment of the Kyrgyz Republic. We analyzed the transmission of the crisis on the public budget firstly and its effect on unemployment level by using the vector autoregression approach (VAR) and quarterly data for 2005–2013 within the framework of IS-LM model for small open economies with floating exchange rate. There is an inverse relationship between the public budge ...More

Ancient Turkic Stone Statues at Tuura-Suu, Kyrgyzstan

Kubatbek TABALDİYEV

Fully and partially preserved ancient Turkic stone statues discovered by the Kyrgyz archaeologists at Tuura-Suu, Issyk-Kul Region, Kyrgyzstan, are described with reference to the burial practices of the ancient Turks during the time when the Western Turkic and Tyurgesh states existed in the Tien Shan and Zhetysu. On the basis of archaeological parallels to the artifacts shown on the statues, their chronology and cultural attribution are assessed, and their diagnostic features are specified. Weaponry, Adornments, and Garment Accessories from the Krasnyi Stroitel Site in the Chuy Valley of Kyrgyzstan

Kubatbek TABALDİYEV

The article analyzes the findings from the destroyed site of Krasnyi Stroitel located on the bank of the Ala-Archa River at the northern outskirts of the city of Bishkek, in the Chuy Valley, Kyrgyzstan. In this area, now taken by a city dump, local school students accidentally found some valuable artifacts, including objects of gold and silver. The analysis of the findings allows determination of their function, time of existence, and cultural affiliation. These objects were part of the adornments and garment accessories of noblemen belonging to ancient nomadic tribes—the carriers of the Kenko ...More

Optimal distributed control for the processes of oscillation described by Fredholm integro-differential equations

Elmira ABDILDAYEVA

In this paper we investigate the problem of distributed optimal control for the oscillation processes described by Fredholm integro-differential equations with partial derivatives when the function of the external source depends nonlinearly on the control parameters. We have developed an algorithm for finding approximate solutions of nonlinear optimization problems with arbitrary precision. The developed method of solving nonlinear optimization problems is constructive and can be used in applications. - Keywords and phrases: boundary value problem, generalized solution, approximate solutions, ...More

Composite Bows from Uch-kurbu in Kyrgyzstan

Kubatbek TABALDİYEV

The article addresses the topic of composite bows from nomadic sites in Tien Shan and Zhetysu. Horn plates from bows discovered in 2008–2009 at Uch-Kurbu on the Tosor River, the Issyk-Kul Depression (Kyrgyzstan), are described and analyzed. The original design of the wooden core of the bow and the location of horn plates thereon are reconstructed. Based on our earlier classification of weapons, these are composite bows of the Xiongnu-Xianbei period. Two subtypes are identified, based on the design of plates at the ends of the bow. Evidently, composite bows with end, medio-lateral, and medio-fr ...More

Kyrgyzstan: In search for stability

Yunus Emre GÜRBÜZ

In the last two decades, Kyrgyzstan has searched for stability while swinging on a pendulum between democratic reforms and suppression of democracy. Political changes in Kyrgyzstan started with the liberal democratic promises of President Akayev in 1990 and President Bakiyev in 2005, but they both ended with disillusionment. The state's capacity had to be reestablished in the post-Soviet period, which was sought to be institutionalized by authoritarian measures. The failure of the authoritarian path proves that the people of Kyrgyzstan are more open to a parliamentary democracy, where the mult ...More

About problems of intensifying of partnership in central Asia = О проблемах расширения сотрудничества в центральной Азии

Turar KOYÇUYEV

Covalently Grafted on to the Glassy Carbon Electrode in Non-Aqueous Media of Apigenin and Naringenin as Different Flavonoid Derivatives

Ali Osman SOLAK

In this paper, apigenin (AG) and naringenin (NG) have been studied with the cyclic voltammetric technique using the glassy carbon (GC) electrode. The modification was carried out only in non-aqueous media, while the electrochemical characterization was done in both aqueous and non-aqueous media. 0.1 M tetrabutylammonium tetrafluoroborate (TBATFB) in acetonitrile (MeCN) was used in non-aqueous experiments, Britton-Robinson (BR) buffer solution (pH=2) and 0.1 M KCl solution were used in aqueous experiments. Surface modification experiments were performed in the +0.3 V and +2.8 V potential ranges ...More

A case study of foreign direct investment in Kyrgyzstan

İbrahim KELEŞ

For developing or poor countries that do not have substantial natural resources that can be used in their economic development, foreign direct investment (FDI) may play an important role considering the inability of such countries to modernize their industries and produce industrialized products. One the benefits of FDI is the opportunity for local firms to learn from experiences and capabilities of foreign firms. Kyrgyzstan is a poor and newly independent country of the former Soviet Union (FSU). This region is one of the last areas to which foreign investments have been flowing. Garibaldi et ...More
