E-Government Development in the Central Asian States: Best Practices, Challenges and Lessons Learned

Ulan BRİMKULOV | Kasım BARIKTABASOV

Many states of the world are developing e-government to raise operating efficiency, better service delivery to citizens, and reduce corruption. But successful development of e-government depends on many factors, such as the level of economic development, the development level of the Information and Communications Technology (ICT) infrastructure, the ICT literacy of citizens, legal framework, political leadership etc. This chapter attempts to confirm this statement using the example of the Central Asian states. The chapter also describes best practices, main challenges and obstacles, and lesson ...More

Innovative technologies in educational process of teaching computer graphics

Zamirgül KAZAKBAYEVA

The purpose of this article is to show the importance of the application and use innovative technologies in educational process. This article considers the problems of teaching 2D- and 3D-computer graphics technologies in the higher educational institutions. Support of independent works of students for project creation. The paper also presents personal original video tutorials developed in the Kyrgyz-Turkish University Manas and shares the experience of video lessons creation. However, one of the main problems at secondary schools and higher educational institutions is the lack of video lesson ...More

Accuracy of Discrete Markov Approximation in the Problems of Estimation of Random Processes Characteristics

Ulan BRİMKULOV | Çinara CUMABAYEVA | Kasım BARIKTABASOV

Many computational algorithms related to Markov processes contain the covariance matrix of measurements. Approximation of covariance matrix of measurements of observed random process by the covariance matrix of Markov process is of great interest. Because it gives an opportunity to develop computationally efficient algorithms for analysis of Markov processes (parametric identification, filtering, interpolation and others). This paper presents the algorithm of approximation of the covariance matrix of the observed process by the covariance matrix of a multiply connected (m-connected) Markov p ...More

Evaluation of Distance Education Applications in the Kyrgyz Republic Universities

Cumagül Nurakun Kızı | Rita İSMAİLOVA

In the scope of this research, applications used for distance education units in four universities of the Kyrgyz Republic were evaluated. The study uses a descriptive method which is carried out by interview of specialists involved in the development and implementation of the distance education in the country. Additionally, technical overview of the learning management systems used by distance education units was carried out and the content analysis was conducted. The study showed that there is a different perception of the distance education in the Kyrgyz Republic which is still perceived as ...More

Web site accessibility, usability and security: a survey of government web sites in Kyrgyz Republic

Rita İSMAİLOVA

The information in government web sites, which are widely adopted in many countries, must be accessible for all people, easy to use, accurate and secure. The main objective of this study is to investigate the usability, accessibility and security aspects of e-government web sites in Kyrgyz Republic. The analysis of web government pages covered 55 sites listed in the State Information Resources of the Kyrgyz Republic and five government web sites which were not included in the list. Analysis was conducted using several automatic evaluation tools. Results suggested that government web sites in K ...More

Web site accessibility and quality in use: a comparative study of government Web sites in Kyrgyzstan, Azerbaijan, Kazakhstan and Turkey

Rita İSMAİLOVA

Government Web sites aim to provide information to the citizens of the country; therefore, they should be accessible, easy to use and visible via search engines. Based on this assumption, in this paper, the ministry Web sites of four countries namely the Kyrgyz Republic, the Republic of Azerbaijan, the Republic of Kazakhstan and the Republic of Turkey were analyzed in terms of accessibility and quality in use. Tests were carried out utilizing online automated tools. Results indicate that the usage rate of Information and Communication Technologies by the government is higher in Turkey, which a ...More

Universities of the Kyrgyz Republic on the Web: accessibility and usability

Rita İSMAİLOVA | Gulida KIMSANOVA

Today the Internet is the easiest way to find information about any kind of organization, and the first impression about an organization is almost always based on its Web site. This study investigated whether the Web sites of the universities in the Kyrgyz Republic comply with prevailing standards of accessibility and usability and whether these qualities depend on location and type of ownership of the universities. The analysis was conducted using online evaluation tools. Based on the data collected, the hypotheses were further tested using the SPSS statistical package. The results show a low ...More

Hadoop framework implementation and performance analysis on a cloud

Göksu Zekiye ÖZEN | Rayımbek SULTANOV

Hadoop framework uses MapReduce programming paradigm to process big data by distributing data across a cluster and aggregating. MapReduce is one of the methods used to process big data hosted on large clusters. In this method, jobs are processed by dividing into small pieces and distributing over nodes. Parameters such as distributing method over nodes, the number of jobs held in a parallel fashion and the number of nodes in the cluster affect the execution time of jobs. The aim of this paper is to determine how number of nodes, maps and reduces affect the performance of Hadoop framework on a ...More

Опыт внедрения наземного цифрового телевизионного вещания. Государственное регулирование при создании радиосетей наземного цифрового телевизионного вещания

Aybek ADANBAYEV

Comparative Analysis Of Integer Factorization Algorithms Using Cpu And Gpu = Сравнительный анализ алгоритмов целочисленной факторизации при работе на Центральном ЦПУ и ГПУ

Gulida KIMSANOVA | Rita İSMAİLOVA | Rayımbek SULTANOV

In this work we have evaluated the running time of four integer factorization algorithms, namely, trial division algorithm, Fermat algorithm, Pollard rho and Brent algorithms. Implementation of these algorithms was performed in three ways on c programming language, on c programming language, using GMP 6.0.0 library and on CUDA architecture to run on GPU. Results showed that Fermat algorithm and trivial division algorithm had the fastest running time in parallel implementation on CUDA architecture. The difference of running times between CUDA implementation and GMP implementation was up to 10 t ...More

A Kalman Filter Based Transient State Estimation Method Applicable to Whole or Specific Region of Power Systems Having Known and Unknown Loads

Mehmet KARADENİZ

On a power network, events are desired to be monitored to find its reasons and to take preventive action. Today, power quality measurement devices are used to obtain synchronous measurement data of network, however these devices are expensive and it is not considered a practical option to place one on each node of the network. Therefore, methods estimating voltages and currents at non-measured points of the network are required. In this study, a new power system transient state estimation method is designed to estimate transientsin a power network in which some of the loads are unknown. By thi ...More
