The 'Human Development Index' was prepared by the United Nations Development Program (UNDP) in 1990, and the concept of development was tried to be measured with hu-man focus. On the philosophical basis of the Human Develop-ment Index is Amartya Sen's 'Capability Approach' developed by 'Development as Freedom Theory'.
